Open Letter to Madam Hillary Rodham Clinton, US Secretary of State

Madam Secretary,

Regarding your recent interview with Voice of America and the issue with Moldova, can you please explain in more detail what did you mean by "(...) Certainly the border disputes with Romania (...) are matters of concern".

According to the official foreign policy of Romania and in light of president Băsescu's numerous statements on the issue, Romania is not going to dispute the border line with Moldova as this was inherited from the former Soviet Union. This is already settled and needs not be re-settled, in light of the Romanian foreign policy.

Furthermore, Romania is ready to sign a treaty on the border regime, as per president Băsescu's recent statement while on state visit in Moldova. I wish not to go into historical details on the matter. President Basescu's refuse to sign a border treaty is that "he would not countersign the Ribbentrop-Molotov secret agreement" that led to Bassarabia (currently Rep. of Moldova) being occupied by the Soviet Union. However Romania does not wish to dispute the border as it was inherited by Moldova from the Soviet Union and Romania is willing to sign a border-regime treaty, to bring the current border between the two countries to European standards.

Can you please provide more details on how the United States sees this "border dispute" issue? What are the concerns United States has with regards to this issue? Please be as exhaustive as you deem necessary when detailing on the matter.

Should there be any dispute, then how come Romania was allowed to join NATO given this border issue? In 1997 Romania had to sign a border agreement with Ukraine in the same regard, to allow further membership talks so as to join NATO. If there are any concerns, why was not Romania asked to settle the border dispute with Moldova at that time?

And a second question also related to Moldova: is the United States willing to assume a higher role in the resolution of the Transdnistrian "frozen conflict"? Currently, it looks like only Russia, Ukraine and the Moldovan/Transdnistrian authorities are actively chasing this issue, and may I say this is not in the best interest of the International Law. As a model of democracy, is the United States willing to do more to settle this conflict?

În România Liberă găsiţi un articol interesant care analizează situaţia actuală şi explică poziţia României în această chestiune. "O sensibilitate a Tratatului privind frontierele de stat a fost că partea moldoveană a solicitat, în 2007, introducerea în acest acord a unei referiri la Tratatul de la Paris din 1947, document care spune, cu referire la frontiera dintre România şi Uniunea Sovietică că graniţa dintre România şi URSS este graniţa care a fost convenită între România şi URSS în 1940."

"Pentru toata lumea este clar că din 1940 şi până în 1947 România nu a încheiat niciun fel de acord cu URSS în legătură cu o asemenea graniţă. Deci, e un fals istoric şi, dacă atunci a fost acceptat, este pentru că România era un stat învins şi ocupat, şi fără posibilitatea de a-şi apăra interesele sale suverane", a argumentat, în 2007, fostul ambasador al României la Chişinău, Filip Teodorescu. "Este evident că în anul 2007 acceptarea aceluiaşi fals istoric care s-a făcut în 1947 ar fi cu totul de neconceput" continuă fostul ambasador.

Voi publica răspunsul primit de la Departamentul de Stat al SUA imediat ce îl voi primi.

Domnule Damian, nu cunosc limba engleza asa ca nu prea stiu exact ce i/ati transmis doamnei Clinton, dar banuesc ca i-ati spus adevarul si anume ca Basarabia este pamant romanesc, ca pentru acest pamant mii de romani s-au inrolat ca voluntari sa lupte pentru inlaturarea pactului Ribemtrop-Molotov, unul dintre acestia a fost si fratele mamei Virgil Patrutescu, in amintirea caruia familia mi-a dat acelasi nume. Cred ca de cate ori se iveste ocazia trebuie sa afirmam ca Moldova trebuie sa fie ajutata sa se integreze in UE.

  2. @Virgil Popescu: pentru a rezuma scrisoarea trimisă doamnei Clinton, m-am abţinut să intru în detalii istorice din convingerea că acestea sunt bine cunoscute, şi m-am oprit doar la a reaminti poziţia exprimată de preşedintele Băsescu, cum că România nu caută să redefinească o graniţă deja definită (în speţă, frontiera moştenită de Rep. Moldova de la URSS).

    În continuare am cerut detalii cu privire la ce consideră Statele Unite ca fiind o dispută cu privire la frontiera existentă între cele două state suverane.

    Trăind în România, sunt convins că nu există în acest moment un curent reprezentativ care să susţină reunirea celor două state. Aşa cum a spus şi preşedintele Băsescu, românii, ca popor, se vor reîntregi în cadrul UE, atunci când graniţele nu mai au nicio importanţă.

    Vă mulţumesc pentru comentariu. Aştept încă răspunsul Secretariatului de Stat american, şi voi avea grijă ca acesta să fie tradus odată ce îl voi primi.
